Two things get confused. The Harmonized LLQP (HLLQP) is a national certification course regulated by CISRO — valid everywhere in Canada except Quebec. In Ontario, the provincial exam is administered by Durham College, and your licence is issued by the Financial Services Regulatory Authority of Ontario (FSRA). You do the course once, then write and license in Ontario.
As of July 1, 2026, FSRA and Durham College discontinued online LLQP exams to protect exam integrity. All candidates now write in person at designated test centres, with accommodations for those facing distance-related limitations. If you read older guides mentioning online proctored exams, that option is gone.

Register with the Canadian Insurance Participant Registry (CIPR) to get the number you'll use to enrol, book your exam, and apply for your licence.
Take the Harmonized LLQP from an approved education provider. It covers all four modules — Life, Accident & Sickness, Segregated Funds & Annuities, and Ethics & Professional Practice. Your provider certifies completion, which you present to write the exam.

FSRA requires all licensed agents to carry Errors & Omissions (E&O) coverage throughout the licence period — it's mandatory. Most sponsoring insurers cover new agents under a group E&O policy for the first two years, so this is often $0 at the start.
Apply to FSRA within one year of your first exam pass date. FSRA issues the Life and/or Accident & Sickness agent licence once your application and requirements are approved.
